WE BELIEVE in the divine inspiration and authority of the Holy Scriptures. By this, we mean that the Bible, including
The Old and New Testament, is a revelation from God to man, the infallible rule of faith and practice. (2 Tim. 3:16-17).
WE BELIEVE IN ONE GOD, revealed as existing in three equal persons, the Father, Son, and the Holy Ghost; that these
“three” are co-eternal and co-equally self-existent, one in substance, and in nature, as the term and in the Baptismal formula most profoundly affirms (Deut. 6:4; and Matt. 3:16-17; 28:19).
WE BELIEVE in the Deity of the Lord Jesus Christ; that He is the image of the Invisible God, and taking upon Himself
our nature, died upon the cross as a substitute sacrifice for the sins of the world (Col. 1:15; 1 John 2:2).
WE BELIEVE in the Holy Ghost as a Divine Person, a personality distinct from the Father and the Son (Heb. 2:16-17; 1 Cor. 12:4-6).
WE BELIEVE that man was created in the “image” of God, but fell into sin, and in that sense, is lost, and except a man be born again, he cannot see the kingdom of God (Gen. 1:26-27; Rom. 3:10, 23; John 3:3).
WE BELIEVE in the death of Jesus Christ a true substitute, that His death as a sufficient expiation for the guilt of all men, and those who receive Him by faith are justified by God the Father (1 Peter 3:18; Rom. 5:1).
WE BELIEVE that Holiness of life is the result of the believer’s identification with Christ in death resurrection, and present throne-life in the glory, and the complete sanctification is the will of God for all believers (Gal. 2:20; Col. 3:1-3; 1 Thes. 4:3).
WE BELIEVE in the Baptism with the Holy Spirit/Holy Ghost for life an service in the Lord (Acts 1:8).
WE FURTHER BELIEVE that when this fullness is realized, there is an identical effect and evidence as that
experienced by the disciples of the early Church (Acts 10:44-47).
WE BEILIEVE in the visible, personal, and pre-millennial return of our Lord, Jesus Christ for His Church, and then with His saints (the Church) to establish a worldwide Kingdom of righteousness and peace (1 Thes. 4:16-17; Rev. 19:1; 20:4).
WE BELIEVE in the everlasting conscious blessedness for the redeemed, and the everlasting conscious punishment for the lost (2 Thes. 1:7-10). WE BELIEVE it to be the supreme responsibility of the Church, as the Body of Christ, to make known His Gospel to the world (Eph. 1:22-23; Mark 16:15-16).
WE BELIEVE that man and woman were created to be a “complementary” companion to each other, not “man with man”
or “woman with woman” (Gen. 2: 18-10; 23-25; Matt. 19:5; Mark 10:7; Eph. 5:31).
WE FURTHER BELIEVE that neither man nor woman should live together, as domestic partners or with same sex partner,
as “man and wife” (Gen. 2:24, Lev. 18:22; Rom. 1:27; 1 Cor. 6:9; I Tim. 1:10).

Council of Churches of the York Christian Liaison Force, Inc.
ARTICLE, I – NAME, PURPOSE
The name of this organization (Church) shall be:
York Christian Evangelical Churches of the
Council of Churches of the York Christian Liaison Force, Inc.
The York Christian Evangelical Churches is organized exclusively for charitable, scientific,
and Christian Educational purposes, more specifically to:
(1) Associate ourselves/members for the purpose of founding and continuing one or more Churches of Divine Worship and
Religious Observance according to the Evangelical Christian Faith, here in the United States of America and abroad.
(2) To establish and maintain for its members and friends a place or places to worship. To organized Missionary work
amount the members for the teaching of the Gospel of Jesus Christ, shall be preached in accordance with the Holy Scriptures,
principles and tenets of the Christian Evangelical Doctrine and Faith.
(3) To ordain our Bishops, Pastors, Overseers, Evangelists, Ministers, Teachers, Chaplains, Ambassadors, Diplomats and Deacons.
NOTE: Ordination Requirement: (a) Th.B., (b) B.R.E, or (c) Div.B., (d) Div.M. - Degree
Granting then such “titles” as the Church may find necessary according to its Constitution and By-Laws of the Church.
The York Christian International University may grant the following "Honorary Degrees."
Sample: Doctor of Divinity (D.D.), Doctor of Ministry (Min.D.) and Doctor of Philosophy, (Ph.D.)
(4) The Council has no authority to ordain, appoint or give the title of an "Apostle" to any member in the Christian Community
We, (College of Bishops) follow the "General Council of the Assemblies of God" Official Statement by the General Presbytery,
(5) Ref: Apostles and Prophets, August 06, 2001.
We, the Church and the Council have no right to Ordain or give any person a Ministry,
Only God can ordain or give a “Ministry” to a Christian disciple. We in turn Commission that person
(acknowledge and register) into the Gospel Ministry of our Organization (Council of Churches of the York C.L.F., Inc.
and give that person Credentials of an Ordained Minister. We do not ordain (a) Apostles or (b) Prophets.
(a) The Title of Reverend" may include, Bishops, Pastors, Ordained Chaplains, Deacons, Evangelists, Missionaries, and Christian Professors
of the York Christian Educational Ministry. However, the Bible does not support the title of "Reverend" Psalm 119.9 -
Ministers that are ordained to the Full Gospel Ministry should use the title “Reverend” only when performing civil duties.
Bishops, Pastors, and Christian Teachers should be allowed to hold the Title of "Doctor" (D.D., Th.D., Ph.D., Min.D.)
To qualify for the Honorary Degree of Doctor of Divinity (D.D.) the candidate must have a minimum of five (5) years as Pastor/Bishop.
The candidate must be and "Active Pastor" at time of confirmation for the Doctor of Divinity degree. (Luke 2:46, 5:17, Acts 5:34)
(6) PURPOSE OF THE CHURCH & EDUCATIONAL MINISTRY
A. To exist as (a) Spiritual Worship Center (House of Prayer) (b) Christian Educational Home
(c) Christian Crisis Center for the members of the Church, Friends, and the Local Christian Community.
(d) To start and maintain Christian Evangelical Churches and Christian Educational Centers for the
instructions of our members and the Christian Community at Large.
(e) To maintain our Accrediting Associations, College, University and Religious Education Programs and
Academic Courses consisting with the teachings of the:-
(f) York Christian College & Divinity School, and the (g) York Christian International University
York Christian Educational Accrediting Association International, Inc.,
and the National Educational Accrediting Association
of the Council of Churches of the York Christian Liaison Force, Inc.,
(h) To provide a complete curriculum of Biblical and Kindred subjects and practical experience in the various forms of the
Christian Evangelical Ministry to those who desire to pursue a thorough systematic study of the Bible and related academic field.
NOTE: The degree programs of the York Christian Educational Ministry:-
(a) YORK CHRISTIAN COLLEGE & DIVINITY SCHOOL and the (b) YORK CHRISTIAN INTERNATIONAL UNIVERSITY
are designed solely for religious vocations and for the Christian Ministry at Large.
(7) AUTHORIZATION OF OUR CORPORATION
(a) To Procure all lawful means of support of said “Church.” To buy vacant land, building, alter, develop,
build or repair same a for the use of the Church and dispose of same when no longer needed.
(b) To hold and operate such property which shall come into possession of the Church
(c) To and sell, assign, transfer, or otherwise dispose of any time may be required or hold by this Corporation
all be done under the provision of the Religious Corporation Laws of the State of Florida.
ARTICLE II – MEMBERSHIP – Section (1) TERMINATION
Membership shall consist of those that are (a) born again believers and in the fellowship with our Lord and
Savior, Jesus Christ. Students of the YCC & DS and the YCIU, York Chaplains Academy, and Christian Educators,
Counselors are also members of our YCEM as long as they are attending our educational school or hold
Ministerial or Chaplaincy Credentials.
(1) Membership shall consist also of the members of the Board of Trustees also known as
members of the “College of Bishops,” Ministers and Chaplains.
(2) Filing a written complaint against a Council Member, Bishop, Pastor, Minister, Chaplain or Christian Educator
(a) In order that the Council of Churches of the York Christian Liaison Force, Inc., may start to investigate (Council Inspector General) a complaint against
one of our members, the "complainer" must submit a written complaint to the Council National Bishop or a member of the College of Bishops and
mail the complaint via USPS to: York Christian Educational Ministry, P.O. Box 190538 Ft. Lauderdale, FL. 33319-0538.
The Council will not initiate an investigation without a written report. The complainers name maybe kept confidential if so desire.
(b) The Council or the Council National Bishop will forward the written complaint (after review for acceptance) and forward
the complaint to the Council Inspector General to begin an investigation
(c) The results and recommendations must be forwarded by the Inspector General, will be taken in consideration
for any action necessary. (d) The defendant (Bishop, Pastor, Minister, Chaplain) will be notified in writing as to the
result of the investigation and action taken by the Council for implementation to correct any future complaint.
ARTICLE II - Section (2)
Ordained Ministers and Chaplains Requirements
U.S.A. Police & Correctional Officers Christian Chaplains Ministry
(Ordained Ministers/Chaplains are under a Special Regulation pertaining the Performance of Marriage)
(a) Ministers/Chaplains are not permitted to perform same sex marriages
(b) Pre-Marriage Couples must attend a minimum of three (3) pre-marital counseling sessions
(c) One of the couple must be employed, able to provide for the household
(d) Marriages are perform on the basis of “love towards each other” only.
(e) No emergency/on the spot marriages permitted
(f) Minister/Chaplain must mail a copy of the “Marriage Certificate” to the Corporate Office for filing.
(g) Any Ordained Minister/Chaplain who fails to abide by this regulation may loose the
Privilege to perform legal marriage ceremonies under out organization.
UNIFORM: All Registered Chaplains under the U.S.A. Christian Chaplains Ministry
(1) York National Chaplains Association, Inc., (2) United Chaplains Association International Ministry, Inc,
(3) Asociacion Cristiana de Capellanes Institutional de P.R., Inc.
(4) USA Police & Correctional Officers Christian Chaplains Ministry, Inc.,
Are required to have a "Minister Cleric Shirt" when on duty and wear their Chaplains Badge.
(At no time is the "Chaplain" permitted to wear any type of governmental uniform to perform their duties).
Our USA Chaplains Ministry Chaplains are not to put themselves at risk of harm by putting a "Uniform" that the
Public/Community may mistake as an "Official Law Enforcement Officer."
NOTE: A Chaplain may be "arrested" for impersonating a Law Enforcement Officer if the "Chaplain" Identified
themselves as a "L.E.O." when stopped by a Legal Law Enforcement Officer.
SECTION (2)
REASONS FOR TERMINATION - Conduct unbecoming a Minister:-
All of our Ordained Ministers and Chaplains may be suspended or Terminated for the following reasons:
(a) Domestic Violence (b) Child Abuse, Neglect and Abandonment, (c) Crime against the State
(d) Failure to report a membership in other organization prior to approval, (e) Accepting Ministerial Credential
from another Church or Christian Ministry prior to approval, (f) Making a false statement on the York Membership Application,
(g) Failure to maintain contact with our organization for over a year, (h) Failure to fill out the "Ministers/Chaplains
Annual Contact Form" (i) Minister who are active in "Political Groups" or participate in
"Social Disorder" or promote the candidacy of a political figure while in Church Service .
(2-A) Course of Action:
(a) Minimum of six (6) months suspension under Theo therapy (b) Minister will be Reinstated only under special supervision.
(c) Permanent Membership Termination after six (6) months with the approval of the Members of the College of Bishops and Council National Bishop.
(d) Correct action to re-instate, must be approved by the Members of the College of Bishops
ARTICLE III – ANNUAL MEETING
(1) Our Annual Meeting: The date of the regular Church Annual Meeting shall be set by members of the “College of Bishops,”
Council Executive Officers, who shall set the time and place. The date must correspond with our Annual Council Award Service,
Graduation or meeting of the "Commissioner on Accreditation." When possible, the last Saturday of the month of April.
Chaplains Annual & Semi-Annual Meetings:
The U.S.A. Police & Correctional Officers Christian Chaplains Ministry, Inc. will have their Annual Meeting on the
last Saturday in September of each year. The Semi-Annual Meeting will be held on the last Saturday of March each year.
“Council Ecclesiastical Court” or Special meetings may be called by the “Council Bishop” or a member of the College of Bishops.
(4) Notice: Notice of each meeting shall be given to each voting member of the “College of Bishops,”
by US Mail, Electronic Mail, or by Telephone, no less than ten (10) days before the meeting is to take place.
ARTICLE IV – BOARD OF DIRECTORS
(1) Board Role, Size, and Compensation: The Board (Members of the College of Bishops) are responsible for the
overall policy and direction of the: (a) Council of Churches, (b) All the Christian Educational Ministry, College,
University and Chaplains Academy. (b) The Accrediting Associations (York Christian Educational Accrediting Association International and the
National Educational Accrediting Association of the Council of Churches of the York C.L.F., Inc.)
Delegates/appointees are responsibility for the day-to-day operations. They are to report to the “Council National Bishop” and members of the
“College of Bishops” when requested to do so. he Inspectors General Office was added on May 26, 2007
(2) Board Size: The Board (College of Bishops) shall have up to seven (7) members and not fewer than three
(3) members. York Christian Educators are compensated for their time and travel expenses. No Council Member are under any salary.
(4) Meetings: The members of the “College of Bishops” shall meet at least once annually, at an agreed place and time.
(5) Board of Elections: The manner in which the Board of Directors aka, “College of Bishops” are elected or appointed as follows:
(a) Elections or appointments shall be made by the majority vote of the members of the
“College of Bishops” or by the Council National Bishop when is required or in an
emergency. This provision may be ratified by a “new laws” adapted by the
members of the “College of Bishops.”
(6) The number of directors constituting the initial “Board of Directors” are eight (8).

(7) Terms: All Board Members shall serve 1-10 year terms, but are eligible for re-appointment
or re-election unless terminated for “Conduct unbecoming a Minister.”
(8) Quorum: A quorum must be attended by at least three (3) members of the Board
before business can be transacted or motions made to passed. (President, Secretary, Treasurer)
(9) Notice: An official Board meeting requires that each Board member have written notice two (2) weeks in advance.
(10) Officers and Duties: There shall be a minimum of three (3) officers of the Board consisting of
(a) Chairperson, (b) Secretary and (c) Treasurer/Trustee.
Their duties are as follows:
(a) The Chairperson shall convene regularly schedule board meetings, shall preside or arrange for other members
of the executive committee to preside at each meeting in the following order. Vice-Chairperson, Secretary and Treasurer.
(b) The Vice-Chairperson will chair committees on special subjects as designated by the Board.
(c) The Secretary shall be responsible for keeping records of Board actions, including overseeing the
making of minutes and all Board meetings, sending out meeting announcements, distributing copies of minutes and the agenda to
each Board members, and assuring that corporate records are maintained.
(d) The Treasurer shall make a report at each Board meeting. Treasurer shall chair the finance committee,
assist in the preparation of the budget, help develop fundraising plans and make financial information available to
Board members and the public. (e) Vacancies: When a vacancy on the Board exist, nominations for new members
may be received from the present Board members by the Board Secretary two (2) weeks in advance of a Board meeting.
These nominations shall be send out to all the Board members,
“College of Bishops” with the regular Board meeting announcements, to be voted upon at the next Board meeting.
These vacancies will be filled only to the end of the particular Board member’s term. The “Council Bishop” is authorized reject
any nominee whose credentials does not meet the “York Christian Ministries” criteria for appointment into the College of Bishops.
(12) Resignation: Termination and Absences: Resignation from the Board must be in writing and received by the
“Council Secretary.” A member of the“College of Bishops” shall be dropped/Terminated for excess absences/failure to
maintain fellowship with the “Council” or by “Conduct unbecoming a Minster.” A member of the Board, “College of Bishops”
may be removed for other reasons, However, an Ecclesiastical Court” can hear arguments for his/her defense if the Board member
desires to argue/defend his/her termination.
(13) Special Meetings: Special meetings of the Board shall be called upon the request of the Chairperson or one-third of the Board.
Notices of “special meetings” shall be send by the Council Secretary to each Board member postmarked two (2) weeks in advance.
ARTICLE V – COMMITTEES
(1) The Board may create committees as needed, such as fundraising, housing, Community Social Services, and etc.
The Board chairperson appoints all committee Chairpersons.
(2) The three (3) Executive Officers of the “College of Bishops,” Council Bishop, or designee, Secretary and Treasurer serve as
the member of the “Executive Committee. Except for the power to amend the Articles of Incorporation and By-Laws, the
Executive Committee shall have all the powers and authority of the Board of Directors in the intervals between
meetings of the Board of Directors, subject to the direction and control of the Board of Directors, College of Bishops.
(3) Finance Committee: The Treasurer is Chairperson of the Finance Committee, which includes three
(3) other Board members. The finance committee is responsible for developing and reviewing fiscal procedures,
a fundraising plan, and annual budget with staff and other Board members. The board must approve the budget, and all
expenditures must be within the budget. Any major change in the budget
must be approved by the Board of the Executive Committee. The fiscal year shall be the calendar year,
Annual reports are required to be submitted to the Board showing income, expenditures and pending income/expenditures.
The financial records of this organization are privilege information and shall be made available to the membership, and
Board members when requested to do so.
ARTICLE VI – AMENDMENTS
(1) These By-Laws may be amended when necessary by a two-thirds majority of the Board of Directors.
Proposed amendments must be submitted to the Secretary (College of Bishops) be sent out with regular Board announcements.
NOTE: All Affiliated Accredited (a) Bible Institutes, (2) Colleges (3) Churches and (4) Chaplains Associations
are governed by these YCEM By-Laws and Constitution . These By-Laws were approved at our Annual meeting of the
